Propuesta de un sistema de recaudación tributaria en la Municipalidad Distrital de Lamas – Provincia de Lamas, periodo 2015-2018

Abstract

La investigación tiene como objetivo general proponer un sistema de recaudación tributaria en la Municipalidad Distrital de Lamas – Provincia de Lamas periodos 2015 - 2018, aplicando la investigación descriptiva, nivel explicativo con diseño propositivo, se encuestaron a 354 propietarios de sus predios. Con el propósito de incrementar la recaudación fiscal derivada del Impuesto Predial, se implementó un Sistema de Recaudación de Impuestos que facilitara el procesamiento de la información de los contribuyentes obligados al pago de dicho impuesto en el ámbito de la Gestión Tributaria. En la actualidad, hay propiedades que no están registradas en el sistema debido a la carencia de un sistema de recaudación tributaria moderno que permita mejorar la información disponible para los usuarios interesados. Esta situación dificulta la identificación de los contribuyentes que no han cumplido con sus obligaciones de pago, respecto al manejo de recaudación del Impuesto Predial presenta falencias en el registro y control de los contribuyentes, el sistema que utiliza no se encuentra actualizado, faltando información real y oportuna, que permita tomar decisiones inmediatas por parte de los funcionarios responsables del área de rentas de esa manera cumplir con las metas y objetivos planificados.

The general objective of the research is to propose a tax collection system in the District Municipality of Lamas - Province of Lamas for the periods 2015 - 2018, applying descriptive research, explanatory level with a propositional design, 354 owners of their properties were surveyed. In order to increase the tax collection derived from the Property Tax, a Tax Collection System was implemented to facilitate the processing of information from taxpayers obliged to pay this tax in the area of Tax Management. Currently, there are properties that are not registered in the system due to the lack of a modern tax collection system to improve the information available to interested users. This situation makes it difficult to identify taxpayers who have not complied with their payment obligations. With regard to the management of property tax collection, there are shortcomings in the registration and control of taxpayers, the system used is not up to date, lacking real and timely information, which allows immediate decisions to be taken by the officials responsible for the revenue area in order to meet the planned goals and objectives.
