Abstract
El Sistema de Gestión de Calidad (SGC), basado en la norma ISO/IEC 9001:2015, es una herramienta estratégica esencial para mejorar el rendimiento organizacional al aplicar principios de organización, control y mejora continua, lo que proporciona ventajas competitivas y se refleja en la satisfacción del usuario. Esta investigación titulada “Sistema de gestión de calidad basado en ISO 9001 y la satisfacción del usuario en la Municipalidad de Rioja, 2022” mediante su objetivo principal buscó determinar la relación entre el sistema de gestión de calidad basado en el ISO 9001 y la satisfacción del usuario en la Municipalidad Provincial de Rioja, 2022. Para ende, se realizó una investigación básica, no experimental, con un enfoque descriptivo - correlacional. En la población se consideró a todos los usuarios que registraron solicitudes por mesa de partes en la Municipalidad Provincial de Rioja, durante marzo y agosto del 2022; ascendiendo a un total de 125. Asimismo, se empleó 2 cuestionarios como técnicas para recolectar datos. Entre sus principales resultados se destacan que el sistema de gestión de calidad basado en el ISO 9001 en la Municipalidad Provincial de Rioja, se evaluó mayoritariamente en un nivel Regular con un 48.8% de los usuarios encuestados (61 personas) indicando este nivel. Además, un 27.2% de los usuarios calificaron el sistema como Bueno, mientras que un 24% lo consideraron Deficiente. Asimismo, de manera similar, el nivel de satisfacción del usuario en la Municipalidad Provincial de Rioja se encuentra predominantemente en un nivel Regular, ya que el 51.2% de los usuarios encuestados, es decir, 64 personas, expresaron esta opinión. En contraste, un 26.4% de los usuarios calificaron su satisfacción como Buena, mientras que un 22.4% la consideraron Mala. Se concluye que, existe una relación muy alta y significativa entre el sistema de gestión de calidad basado en el ISO 9001 y la satisfacción del usuario en la Municipalidad Provincial de Rioja con un coeficiente de correlación obtenido fue de 0.872, lo que indica una correlación muy alta entre ambas variables.

This research entitled “Quality management system based on ISO 9001 and user satisfaction in the Municipality of Rioja, 2022” through its main objective sought to determine the relationship between the quality management system based on ISO 9001 and user satisfaction in the Provincial Municipality of Rioja, 2022. In addition, 27.2% of the users rated the system as “Good”, while 24% considered it “Deficient”. Similarly, the level of user satisfaction in the Provincial Municipality of Rioja is predominantly at a “Fair” level, with 51.2% of the users surveyed, that is, 64 people, expressing this opinion. In contrast, 26.4% of the users rated their satisfaction as “Good”, while 22.4% considered it to be “Bad”. It is concluded that there is a very high and significant relationship between the quality management system based on ISO 9001 and user satisfaction in the Provincial Municipality of Rioja with a correlation coefficient of 0.872, which indicates a very high correlation between both variables.
