Abstract
La investigación realizada tuvo como objetivo general determinar la relación entre el procedimiento administrativo en atención de reclamos y el derecho de los usuarios de Electro Oriente, Tarapoto, 2022; y como objetivos específicos: (1) Caracterizar el desarrollo del procedimiento administrativo en el derecho de los usuarios de Electro Oriente, Tarapoto, 2022; (2) Conocer cómo se aplica el derecho de los usuarios en base a la Constitución Política del Perú, en todas sus dimensiones; (3) Conocer la relación entre el procedimiento administrativo en atención de reclamos y la satisfacción de los usuarios de Electro Oriente, Tarapoto, 2022; (4) Conocer la relación entre el procedimiento administrativo en atención de reclamos y el bienestar de los usuarios de Electro Oriente, Tarapoto, 2022; y, (5) Conocer la relación entre el procedimiento administrativo en atención de reclamos y la percepción de los usuarios de Electro Oriente, Tarapoto, 2022. Las variables de estudio fueron: proceso administrativo de atención de reclamos y derecho de los usuarios. El enfoque de la investigación fue cuantitativo, de tipo básica, nivel descriptivo correlacional y diseño no experimental transversal; la población fue de 500 usuarios que realizaron reclamos en electro oriente en la sede Tarapoto y la muestra lo constituyó 98 de estos mismos. Se usó como técnica la encuesta y como instrumento el cuestionario; mismos que arrojaron los siguientes resultados: se caracterizó que el procedimiento administrativo en atención de reclamos de los usuarios de Electro Oriente fue regular en 45%, deficiente en 34% y eficiente en 21%, indicando que falta mejorar la recepción de reclamos, tener mejores garantías y requisitos de admisibilidad, falta mejorar acuerdo y medios probatorios en los reclamos, y los actos resolutivos pertinentes para un mejor procedimiento administrativo; se conoció que la aplicación del derecho de los usuarios, es deficiente en 43%, regular en 38% y eficiente en 19%, indicando que falta mejorar el servicio a los usuarios para generar mayor satisfacción, vulnerando el derecho de los usuarios a contar con un servicio inadecuado, haciendo que los usuarios no tengan una buena percepción del servicio, generándoles emociones negativas hacia la empresa. A su vez, se determinó la relación entre el procedimiento administrativo en atención de reclamos y derecho de los usuarios, es alta y positiva de 0.854 entre las variables de estudio. Además, presenta una significancia de 0.001, rechazando la hipótesis nula y concluyendo que existe relación significativa entre las variables estudiadas.
The general objective of the research carried out was to determine the relationship between the administrative procedure in handling complaints and the rights of the users of Electro Oriente, Tarapoto, 2022; and as specific objectives: (1) Characterize the development of the administrative procedure in the rights of users of Electro Oriente, Tarapoto, 2022; (2) Know how the rights of users are applied based on the Political Constitution of Peru, in all its dimensions; (3) Know the relationship between the administrative procedure in handling complaints and the satisfaction of users of Electro Oriente, Tarapoto, 2022; (4) Know the relationship between the administrative procedure in handling complaints and the well-being of the users of Electro Oriente, Tarapoto, 2022; and, (5) Know the relationship between the administrative procedure for handling complaints and the perception of the users of Electro Oriente, Tarapoto, 2022. The study variables were: administrative process for handling complaints and user rights. The research approach was quantitative, basic, descriptive correlational level and non-experimental cross-sectional design; The population was 500 users who made claims in electro orient at the Tarapoto headquarters and the sample consisted of 98 of these. The survey was used as a technique and the questionnaire as an instrument; which produced the following results: It was characterized that the administrative procedure in attention to complaints from Electro Oriente users was regular in 45%, deficient in 34% and efficient in 21%, indicating that there is a need to improve the reception of complaints, have better guarantees and admissibility requirements, lack improve agreement and means of proof in claims, and the relevant resolution acts for a better administrative procedure; It was known that the application of user rights is deficient in 43%, regular in 38% and efficient in 19%, indicating that there is a need to improve the service to users to generate greater satisfaction, violating the right of users to have an inadequate service, causing users to not have a good perception of the service, generating negative emotions towards the company. In turn, the relationship between the administrative procedure in handling complaints and user rights was determined to be high and positive at 0.854 among the study variables. Furthermore, it presents a significance of 0.001, rejecting the null hypothesis and concluding that there is a significant relationship between the variables studied.
